border-box;">改革开放以来，中国不锈钢管行业快速发展，生产工艺装备门类齐全，装备完善，开发了能满足国内需要的奥氏体、铁素体、双相不锈钢管及复合不锈钢管等产品，同时具备生产加工超长、超薄、超厚不锈钢管的能力，已经基本满足下游用管行业对品种、规格、质量的要求，得到石油、燃气、石化、化工、核（火）电站等行业的认可。太钢钢管、久立钢管、宝钢钢管、武进钢管、中兴能源、长城特钢、青山不锈、江苏银环、河北宏润、常熟华新等一批优秀的不锈钢管企业初具规模，基本满足国内下游行业对不锈钢管的需求，并逐步走向国际市场。 border-box;">中国不锈钢消费量呈快速增长趋势。2016-2020年期间中国不锈钢产量增长20.8%，年均增长4.7%。同期，不锈钢管产量也不断增长，造成供大于求。目前结构调整和产业升级滞后，已有信息披露有不锈钢管企业停产、转让、破产等现象。</span></p><p style="text-indent: 2em;white-space: normal;margin: border-box;">有资料显示，全球不锈钢管产量约占不锈钢产量的10%左右，笔者认为当前国内不锈钢管产量约占不锈钢产量的9%-12%。由此推断，目前中国不锈钢管产量在300万吨左右。不锈钢无缝管和焊管占比分别约为40%和60%。根据公开披露信息，2016年至2021年6月，不锈钢管新建项目（立项）约50项，产能约240万吨，年均新增产能约48万吨（不完全统计，仅供参考）。</span></p></section></section></section></section><section 0px;box-sizing: border-box;">随着中国不锈钢管产业的飞速发展，行业覆盖面会越来越广，消费量也将逐年递增。“十三五”期间，中国不锈钢管需求保持平稳增长态势，特别是能源、装饰工程、车站、场馆、写字楼和住宅楼水管、机械等行业需求较大，市场竞争也更加激烈。今后不锈钢管行业的主要任务，不仅仅是规模大，更重要的是增加科技投入，提升技术创新能力，使产品上档次，同时要具备抵御国内外市场风险冲击的能力。 </p><p style="text-indent: 2em;margin: 0px 0px 10px;white-space: normal;padding: 0px;box-sizing: border-box;">中国镍、铬资源比较匮乏。开发高技术含量、高附加值不锈钢钢管产品，生产原料资源要有保证。可以通过鼓励国内资源开发建立镍、铬资源储备机制，多渠道拓展镍、铬矿进口来源，推进海外资源基地建设等措施，不断提升国内镍、铬矿资源保障能力，化解镍、铬矿来源高度集中问题。</p><p style="text-indent: 2em;margin: 0px 0px 10px;white-space: normal;padding: 0px;box-sizing: border-box;">未来不锈钢废钢的使用也会不断增加，炉料变化涉及的成本问题、质量控制问题应引起重视。要重视不锈钢管制造、加工流程中污染物减排、酸洗工艺及相关技术应用，不断降低成本，增加企业利润，实现绿色、低碳、高质量发展。</p><p style="text-indent: 2em;margin: 0px 0px 10px;white-space: normal;padding: 0px;box-sizing: border-box;">冶金新能源的开发和利用在不断加快，应引起不锈钢管行业的重视。一方面要看到发展趋势并把握机遇；另一方面也要在品种、质量、服务、技术创新、智能制造、绿色发展等方面提出新要求，积极应对下游行业的需求。</p><p style="text-indent: 2em;margin: 0px 0px 10px;white-space: normal;padding: 0px;box-sizing: border-box;">为促进钢铁行业转型升级和高质量发展，经国务院批准，国务院关税税则委员会（财政部）2021年5月和8月两次调整钢材产品出口税率。第一次调整分别实行25%出口税率、20%出口暂定税率、15%出口暂定税率；第二次调整分别实行40%和20%的出口税率。出口退税取消，加之国际上的反倾销，钢管行业出口难度会加大，钢管出口可能会出现下降。</p><p style="text-indent: 2em;margin: 0px 0px 10px;white-space: normal;padding: 0px;box-sizing: border-box;">总体看，中国已经成为不锈钢管大国，生产规模和质量水平也逐步达到国际水平，大而全的不锈钢管生产线不断完善，具备向用户提供高质量产品的能力，为中国高品质不锈钢管生产奠定了基础。</p><p style="text-indent: 2em;white-space: normal;margin: 0px;padding: 0px;box-sizing: border-box;">展望“十四五”，不锈钢管行业要加大产品研发力度和科技创新的投入，做好产品结构调整与升级换代。笔者认为，今年不锈钢管市场需求（或表观消费）不会出现下降，因为 2021年中国经济继续保持平稳增长，基础设施建设补短板力度不减，“一带一路”建设推动作用逐渐显现；美丽中国、美丽乡村、消费升级、工业强基、装备升级、写字楼和住宅楼等都将为不锈钢管行业发展提供机遇，有力促进不锈钢管消费增长，弥补出口受阻造成的缺口。另外，由于不锈钢管所具有的功能性、不可替代性等特点，排除自然灾害、疫情影响，预计今年中国不锈钢管产销仍呈平稳上升态势。</p></section></section></section><section
